Nigeria was the first country in which the Benchmarking Exercise wasconducted. The approach taken here was for independent experts (Expert Advisory Panel of the Nigeria Natural Resource Charter) made up of government officials, leading academics and private sector and civil society representatives to drive the process supported by civil society organisations in Nigeria. On the strength of this, the Natural Resource Charter (now merged with the Revenue Watch Institute to form the Natural Resource Governance Institute) began deploying the Benchmarking Exercise in other countries around the world. The Nigeria Natural Resource Charter has since its intial assessment in 2012 conducted two subsequent assessments in 2014 and 2017.
